A New Face in Housing Policy: What the Shadow Cabinet Reshuffle Means

PUBLISHED: 9th Sep 2026

Parliament returned from its summer recess on 1 September. With it came one of the most significant shadow cabinet reshuffles of Kemi Badenoch's leadership so far. Among the changes, Katie Lam MP has taken over as Shadow Secretary of State for Housing, Communities and Local Government. She is replacing Sir James Cleverly.

It's easy to switch off at the mention of a reshuffle. Westminster changes personnel more often than most of us change our minds about paint colours. But housing policy has a habit of directly affecting what happens in the property market. It's worth a closer look at what's changed and what it might mean.

Why this appointment matters

The Shadow Secretary of State for Housing is the Opposition's chief voice on everything from planning reform to renters' rights to house building targets. Crucially, they are the person most likely to shape Conservative housing policy heading into the next election. Katie Lam moves into the role having previously served as a Shadow Home Office minister. She now sits opposite Steve Reed, the current Housing, Communities and Local Government Secretary under Prime Minister Andy Burnham.

Her task is not a small one. She takes over at a moment when housing policy is genuinely in flux. The Renters' Rights Act is being phased in. Planning reform remains a live political battleground, and questions around stamp duty and wider property taxation continue to dominate the headlines.

What might change - and what almost certainly won't

It's worth being realistic here. A new shadow minister doesn't change government policy. That's still very much in Steve Reed's hands. The Prime Minister has already ruled out major changes to stamp duty in the upcoming Budget. What a new Shadow Secretary does is set out where the Opposition would take housing policy if they were in government. This will shape the arguments we'll hear in Parliament over the months ahead. Issues like planning, house building targets, and the private rented sector.

For homeowners and buyers, the practical impact today is minimal. It's worth keeping an eye on. Particularly as we head towards the Chancellor's first Budget in October. This is a moment when housing and property taxation are likely to come under scrutiny from both sides of the House.

Why we mention it at all

We're not in the business of politics, and we won't be starting now. But housing policy, planning rules, taxation, tenant and landlord regulation has a very real, practical effect on the market we work in every day. Part of doing our job properly is keeping an eye on who's shaping that policy and why. This is so that when changes do land, our clients aren't hearing about them for the first time from us.

David Philip's View:

"Housing policy debates can feel a world away from someone simply trying to sell their family home in Alwoodley or find the right place to raise children in Bramhope. The truth is, decisions made in Westminster do eventually land on our doorstep. Whether through tax changes, planning rules or tenant regulation. We keep half an eye on all of it so our clients don't have to. My advice is always the same regardless of who's in which job: don't put your plans on hold waiting for politics to settle down. It rarely does, and the right time to move is usually when it's right for you, not Westminster."
